
Leicester
While we have developed the North, City, South plan, other proposals for Leicester, Leicestershire and Rutland have also been submitted to Government.
They propose alternative structures for councils in the area. They are summarised below and there are links to the further information.
Leicestershire County Council's proposal
Leicestershire County Council's 'One Council for Leicestershire' proposal would bring together the eight district, borough and county councils of Leicestershire into one single unitary authority.
Leicester City would remain a separate, standalone unitary authority, maintaining its existing boundaries.
Rutland is not included in the county council's proposals.
Leicester City Council's proposal
In its interim proposals, Leicester City Council has proposed the creation of a significantly expanded city council alongside a second unitary authority, covering the remaining area of Leicestershire and Rutland.
The city council believes its boundaries should be extended to help the area become more financially sustainable, residents in some of its areas have very high levels of need, and there are very limited options for required housing growth.
The city council believes there should be a large expansion by 2028, so that in the future, it serves a population of over 600,000 (an increase of 67%).
A proposal by Lincolnshire councils
Given its geography, Rutland has also been included in the North Kesteven and South Kesteven District Council proposal that forms part of the Greater Lincolnshire area interim plan, as one of several options being presented to government at this early stage.
The North Kesteven and South Kesteven District Council interim proposal is for three unitary authorities in total, one of which would bring Rutland together with North Kesteven, South Kesteven, and South Holland.
